The Twelve concur with
the first resolution of the 12th (that Kirtland ordinations require the
approval of the presidencies, high council, bishoprics and presidents of
seventies) but offer an ammendment to the second resolution asserting their
authority over churches abroad. |

first resolution |

Council discusses "the nature and accuracy" of [the February
12 resolutions?]. They acquiesce to the first resolution, but offer the
following amendment to the second resolution: |

|
That none be ordained to any office in the branches of the
church abroad to which they belong to a general conference, appointed by
those, or under the direction of those who are designated in the Book of
Covenants as having authority to ordain and sit in order all the Officers
of the church abroad & from that conference receive their ordination |
